I'm more of an up and down across the neck kind of guy rather than an up and down between the frets one but when I have my moments there's no knowing what I'll try next but that's the whole idea of it surely...
I'd recommend using a 720p camera over a 1080p as it uses much less bandwidth and processing power but either way you'll need a very good internet connection and a good CPU too.
I use skype every day for text messaging and I use video messaging a few times a week as well and I could see a skype guitar lesson being a brilliant and very informative way to spend some time.

Do a youtube search for a lesson on a song you want to learn and let the video show you the way a bit.
After learning a few songs that way you'll find you ear is better and you'll start to know automatically what the chords are.
